Overview

ESSENTIAL FUNCTIONS OF THE POSITIONWorks with the Chief of Staff and the Chief Operations Officer to assess threats and vulnerabilities, including cyber threats and physical threats to facilities, equipment, employees and customers.  Updates safety and security plan, as appropriate.  Develops processes to protect PARTA, its employees and customers. Works with other departments to ensure security awareness materials and announcements are up to date and are changing to retain public interest.  Maintains confidence of customers, staff, and others by keeping sensitive information confidential as appropriate.

Complete risk management training with employees.  Plan and manage security/emergency awareness activities (tabletop exercises, drills, assessments, etc.).  Participate in internal and external monthly meetings, quarterly driver’s meetings, training sessions, and other meetings as required; participate in Safety Committee meetings – chair Safety committee meetings.

Maintain knowledge of PARTA collision/incident procedures and provide feedback that is realistic to and enhance our safety goals; assist in collision investigation – obtain police report when necessary; prepare monthly safety reports for recordkeeping and to meet compliance; report collisions/incidents to Safety Committee; maintain collision incident files.

Gathers, interprets, and prepares data for studies, reports and recommendations.  Updates the Ohio Transit Risk Pool (OTRP) database for collisions and incidents as necessary through iReporting.  Completes video investigations and retention of necessary video in compliance with our records retention schedule.

Conducts physical security and safety inspections on a regular basis.  Works with the Bureau of Worker’s Compensation (BWC) to promote safety in the workplace and to manage claims and costs.

Conducts system security assessments of facilities and cyber processes.  Completes investigations of proposed or current threats. Works with outside vendors to ensure security and integrity of all systems.  Determines short and long-term needs for information technology, in conjunction with external partners.  Review and test system capability to verify and ensure requirements are met.  Work with external partners to ensure the security of the network and electronic documents.  Monitor and manage outside contracts and department staff.

Consult with senior management to determine information requirements to determine boundaries and priorities of new projects, and to discuss system capacity and equipment acquisitions.  Assess the costs and benefits of new projects and provide justification.  Direct and assign work and projects to ensure essential services are maintained.  Prepares progress reports to inform of project status and deviation from goals.

Ensure compliance with company policies, Federal and State Laws.  Acts as a liaison with other local agencies and regional security partners, participating in information sharing and networking.  Assists in gathering background and reference check information on candidates, as requested.

PARTA works to achieve the following goals in carrying out its mission and vision:​

Provide visible and attractive alternatives to the use of the single occupant vehicle.
Optimize the efficiency of all department operations to maximize efficient use of taxpayer dollars.
Pursue an aggressive market development and education program to enhance public awareness of the availability and benefits of alternative transportation.
Implement policies and develop facilities that support economic development, enhance neighborhood preservation, and encourage use of transit.

PARTA currently operates 15 fixed routes that service Akron, Brimfield, Cleveland, Franklin Township, Garrettsville, Hiram, Kent, Ravenna, Ravenna Twp., Rootstown, Stow, Streetsboro and Windham. Last year alone, PARTA provided approximately 1.5 million trips to seniors, individuals with disabilities, students, and workers across Portage County. Routes run Monday through Friday from 6 a.m. to 11 p.m. and on Saturday from 8 a.m. to 7:30 p.m.​

Our Dial-A-Ride service is available countywide for those individuals who are unable to utilize our fixed route system. This shared-ride service is available Monday-Friday from 5 a.m. to 11 p.m. and on Saturday from 8 a.m. to 7 p.m. Outlying areas are provided service on certain days of the week depending on the township. It is a critical service for hundreds of people who have no other access to medical appointments and the like.​

PARTA also operates transportation service at Kent State University. PARTA services are free to all KSU students (with the exception of the Akron and Cleveland Express Routes – available for just $1 or $5) both on and off the campus with your FLASHcard.​

The Kent Central Gateway Transit Center and Parking Garage is also operated by PARTA. This multimodal facility allows residents to bike, park or transfer via bus to any of the great attractions here in Portage County.
